GOSIR
No challenge stands alone. Neither does our responsibility.
Uniting people, ideas, and resources through structured governance to ensure long-term development outcomes.
About
Who We Are
GOSIR is an independent quality assurance, transition governance, and trust layer bridging international partners, governments, and communities. We shift the paradigm from temporary project cycles to permanent outcome continuity, ensuring development investments create lasting public value.

Our Framework
The 8 Pillars of the GOSIR Framework
Pre-Transition Quality Assurance
Evaluates whether outputs convert into durable, usable community services before closure.
Transition Governance & Handover
Establishes clear legal, operational, and institutional ownership agreements.
Post-Project Sustainability Monitoring
Conducts periodic field evaluations post-closure to verify outcome retention.
Knowledge & Capacity Retention
Transfers technical datasets and skills to local civil servants and community leaders.
Trust & Verification
Provides an independent, transparent evidence trail connecting project activities to lasting impact.
Continuity Financing Facilitation
Deploys mechanisms like Post-Project Sustainability Allocations (PPSA) and pooled specialist funds.
Cross-Sector Learning & Coordination
Harmonizes multi-sector transition protocols to prevent thematic silos.
Synchronized National Project Memory
Maintains a centralized national registry (NCPTG) to eliminate duplication.

Implementation Period
Addressing post-closure asset decay and institutional memory gaps, the Bhutan pilot establishes a national continuity layer through the Project Transition and Continuity Governance Framework (PTCGF). It safeguards high-altitude climate adaptation investments, enhances donor trust, and tests ring-fenced Post-Project Sustainability Allocations (PPSA).
Invitation to Collaborate & Partner
We invite international development agencies, climate research institutions, financial partners, and civil society organizations to collaborate or partner with us on the Bhutan pilot and upcoming global scaling initiatives. Meet our delegates in Toronto on the 28th or reach out to join this vital mission.
